Case Study: Western Roads Upgrade Operations

Ventia, as services provider to the Netflow consortium, is maintaining 260 kilometers of arterial roads across Melbourne’s west for a period of 23 years.

The maintenance operations are part of the $1.8 billion Western Roads Upgrade project that Netflow JV is delivering in partnership with the Victorian Government.

The 3-year IS operations rating scope covers the maintenance, initial rehabilitation and lifecycle works for the road network and associated structures, delivered with the vision of providing  “Safe, Sustainable Roads and Journeys”.



Reduction in material usage for road maintenance operations
A reduction in material usage was achieved through a combination of higher quality and more detailed pavement investigations. Some of these improved practices included paving and profiling techniques that deliver the best possible product in a single asphalt layer.

Lifecycle trial of Recycled Asphalt Product, on an arterial road
Through a collaboration with Major Road Projects Victoria, the Department of Transport and supplier Downer, Ventia trialled the pavement product Reconophalt on an arterial road in Werribee South. This application of a Recycled Asphalt Product (RAP) comprised fly-ash and a binder made from 40% recycled soft plastics, 20% recycled oil and 40% print cartridge toner. The success of this trial, of a product previously not approved for use on declared arterial roads, provides evidence to support its use on higher trafficked road locations. As such, under the ISCA framework, this trial is deemed “transformational”.

Energy reduction in maintenance depot
Ventia upgraded the maintenance depot lighting to LED to achieve a 20% reduction in depot energy use, across a period of 20 years.
This is equivalent to a reduction in greenhouse gases of CO2-e 4020 tonnes.

Ventia acknowledges this ISCA rating achievement is the result of input from multiple stakeholders including:
• Netflow JV for supporting its services provider, Ventia, to pursue an IS operations rating.
• Major Road Projects Victoria for participating in workshops, collaborating on the innovation trial and facilitating knowledge sharing across road rehabilitation, maintenance and other projects.
• WBHO Infrastructure for providing the environmental and sustainability framework for the Initial Rehabilitation Works of the Western Roads Upgrade.
